Its the seat switch for the seatbelt interlock system. Obviously someone
removed it at some time when the seats were out.
When a body (warm or other wise) sits on the seat, the contacts in the
switch close completing the circuit and through a system of electrical
magic allows the car to start. Very rare, and at time thought extinct,
the switch has a great possibility as a party gag, if you can find an
electric whoopee cushion.
