Yup. First make sure you can acquire a new jam nut. I was just about to
reccomend for you to go out and buy a nut splitter and then it ocurrs to
me that those tools expect you to get the tool all around the nut. Duh.
So now I'd say grind it off. One of those 10,000 RPM 4 inch
mini-grinders has been a great stress-reliever in my garage.
If it's deformed, I wouldn't bother trying to turn it. It could bugger
up the threads on the tie rod.

Yup. That is the purpose of the boot. To hold the oil in. But I think
the oil is mainly for the benefit of the rack and pinion gears. If you
have the tools, it wouldn't hurt to separate the inner tir rod and
repack with grease once you get the boot off.--
