Not normal if everything is tuned correctly!
Normal cold weather (even up here in the Frozen North) start procedure:
1. Turn on key and let fuel pump fill float bowls.
2. Pull choke just past resistance point (in other words, _not_ full
out)
3. Apply starter
As an alternative, you can apply and hold about 1/4 gas pedal before
hitting the starter and/or give it a _little_ more choke.
Have used this procedure on Bs that have sat for hours at -30F and it
works, but timing, mixture, points, plugs etc. must be in spec.
