Pre-Smog Cars in CA, Pre-Seatbelt Cars in IN

How are old cars, like the T series, inspected in California. Just
curious. 

Can I get by without seatbelts and turn signals in Indiana, since
they weren't required when new? (If you're tired of smog inspections,
move to Indiana.  We have no inspections.)
