Generally, a felony is any serious crime. By serious I mean that
you may face over a years jail time if convicted. It really doesn't have
anything to do with a violation of federal law v. state law. By the way,
the definition of a felony may vary state to state as it depend on what a
given state believes is a serious offense.
I'm not sure what penalty the removal of emmissions equipment
carries, however, if someone is really interested let me know.
