I hate to say it, but a Ph.D. candidate in a medical and dental school who
forgets to put a couple of bolts back in the engine lends explanation to
phrase "practicing medicine".
I say this in good humor, of course.

I assume you're talking about a Midget here. I had exactly this problem
when I fitted a new exhaust system and manifold. I think I managed to get
in there by taking the carbs off or something. Or maybe I only thought about
it but never got round to doing it !!!
Should I check tonight ? Will my car explode if these two nuts aren't there.
It's been over a year since I put the manifold on, so if I did forget to
tighten them (which I'm beginning to beleive I did now I've been thinking for
a few minutes) they'll be gone now. Maybe that could explain the growly
exhaust sound that my wife so admires since I fitted the new exhaust.
I'm sure that taking off the carbs would let you get in. But hey don't listen
to me 'cause I probably forgot.
