Andy,

Too bad that you can't (really) say how fast your Midget goes when 
flooring the gas pedal, can you? If your max speed is barely 70 mph then 
you have a problem and you should take a look at the system. 
Ignition - dwell angle, timing; a good mixture in the carbs even at 
higher rpms (take a good look at the plugs after a highway drive without 
really idling much, maybe let it roll out). The valves can make a big 
difference! My clearances were way too big and the power increased 
(subjectively) after adjusting the gaps. It doesn't take too long!

Is your air filter ok? 

That you were passed on the Highway often doesn't mean that the Midget is 
slow! Here you could see people "on the run", speeding with 90 mph. The 
normal speed of the main flowing traffic is sometimes 74 to 78 mph.
