Nothing to with why it won't start but 9v on the coil cranking, but 11v on
the coil cranking with a bypass wire going back to the battery, shows bad
connections somewhere in the heavy current circuit.
You'll only get 14v at the coil when the engine is finally running and the
alt charging.
