Bill,
   Pictures from someone will be worth a thousand or more words on this
question, I suspect.  Let me know if you don't get better advice, and I
can try to tape paper to my car and draw a template that might help,
maybe.
    The angle of the windscreen could be set by using the sidecurtains as
guides, but only if you have good sidecurtains that you know fit properly
at one time.
    Is it possible that the restored tub has the holes but that the holes
were filled with lead?  If so, could a pencil-shaped magnet, or a
magnetised screwdriver be used to find the lead?  
   Can you see any holes from inside?  I looked into the TD Service Parts
List for bolts or screws, but neither is listed.  Fastenings are not
often listed in this book, alas.     
   I did read that "toughened" glass seemed to be standard from the first
TD and that "laminated" was fitted to chassis 22315 and later.  Wasn't 
"laminated" a requirement for all cars sold in USA after the mid 1930s? 
My windshield glass was replaced in 1976; I'm quite sure that the
original was laminated, though it would not appear to be so from this
parts list.
