There's a bit of semantics in here. TDC is the design point for setting
the ignition when the engine is static, i.e., not running. XPAG engines
use a variety of mechanical advance curves depending upon the
distributor. The advance begins at very low engine speeds, on the order
of 600 rpm. At the other end of the scale, the advance may well exceed
30 degrees for some engines. So, the engine is designed to have its
initial timing statically set at TDC and the advance curve will take it
from there.
