Gene,
I'd suggest that you remove, clean, reinstall the battery terminals and try
it again. Try your voltage checks (no load/ with load) on the battery itself as
compared with the cable terminals. If you get the same drop when measuring on
the battery terminals, you may well have a battery that needs to be replaced.
