Disney had the same problem for rides at the Magic Kingdom. They came up with
Fast-Pass.
i.e. You show up at the starting line and you get a coupon for the next
estimated available time - given as a 15 minute window. You show up during
the window and get in a 'short' line, and off you go.
You can only hold one coupon at a time. You can get a new one immediately after
your run if you are so inclined.
In case of a spin, weather, or whatever on the course - an announcement could
be made to 'add 1 hour (or whatever)' to all time slots. Could be posted
around the pits so that it would be easy to tell if there were delays.
It's still first come first served (well, so, maybe if you are in the early part
of the window you might actually run before someone who got a ticket before you
but showed up during the later part of the window).
I would not have an objection to a max 15 minute wait (assuming everyone for
that time slot showed up early and just before me).
Not showing up during your time slot is the equivalent of getting out
of line.
Maximizes time in the pits, maximizes social time to wander around and
talk with others, and minimizes waiting in line.
Workable? (works for me!)
