Ed,
I think we hashed over the "stock tank" rule a
few months ago.  If I remember right, the key
that could be helpful, is that the stock tank
need not be used, it just has to be in place.  If
you aren't using it, simply cut a door in the top
of it, and utilize the space anyway you need to.
