You are probably correct saying it may not strictly be necessary to shut down petrol supply because of the float bowls needle valves, however I still shut off the petrol line towards the carbs whenever I want to crank the engine without firing it. Even with the plugs out there will be some airflow through the carbs sucking in petrol.
