Luggage Protection

A few months ago someone on the list suggested a good quality bag that
would fit onto my luggage rack and keep my "stuff" safe from the
elements.  I believe it was made in Canada.  I have lost the note
sooooo, can someone please send me the name of the company and/or web
site so that I can look into purchasing one??
