Could be one of a number of things, but two common causes are dirt in
the fuel line. A filter close to the carbs would look after that, or the
needles if new and the Grosse Jet variety, have had a lot of problems with
the ball sticking in the housing, causing the problems you describe. This
problem was caused by the ball and housing seat not being compatible, it has
been rectified evidently, but there are still a great number of the faulty
units out there.
