Mark,
If the cutoff switch is wired correctly the off position eliminates the 
battery connection to earth. At the same time the small white wire with 
black stripe goes to the contact breaker plate in the distributor and earths 
the plate. In this way, even if a thief brings a remote battery and cables 
to jump start the car, he'll get the engine to spin over but the earthed 
contact breaker points will not allow a spark so the engine can't be 
started.
Therefore if this switch is wired correctly it's not only a handy kill 
switch for the mechanic performing various tasks on the car, with the switch 
off and the boot lid locked, it's also a fairly effective anti theft switch.
