Rick,
It appears that you are using vacuum to bleed the brakes. It doesn't 
work every time. I used vacuum on several of my vehicles but the last 
time I did there was leakage at the bleed screw and I got a continuous 
stream of small air bubbles which never cleared up. Try the old method 
of getting someone to sit and pump & release the brake pedal while you 
open & close the bleed screws. Guaranteed to remove all air from the 
system unless brake cylinders are installed upside down with the bleed 
screws at the bottom.
