Ben,
Sounds like a clog to me. It could be in the fuel pickup in the tank, the
screens in the fuel pump, or the screens in the carb intake lines. Do you
have a fuel filter in line somewhere? Less likely is a partial clog in a
metal fuel line. Have you replaced the flexible hose at the front of the
carbs?. Check on the easier stuff first.
The hot pump is likely from being overworked trying to pull fuel through an
obsturction somewhere.
