The auto electric shop I deal with does not recommend turning the commutator
because, at the age of our cars, the copper is very fragile.

The starter is powerful enough. A proper rebuild is all it needs. A good
clean of the commutator on a lathe and new brushes should bring back the
strength. Also new bearings will help.
