Bob, I faced the same dilemma, and I decided to make holes in the valence. I did it neatly, trimmed them with chrome strip, and it looks like the factory did it. John Lye used a MGB fresh air grille for the intake on his TR3, and it looks *really* good. I don't think you'll come up with a good way to run ducting that provides much in the way of flow.
