Thread a bolt into the hole, and place some side pressure on it with your 
hand and strike the cap with a plastic, rubber, or dead blow hammer.  You 
can even lightly tap on the bolt.

I once even used a 2x4 with a hole through it.  thread a bolt through the 
2x4, making sure the 2x4 does not touch the cap.  use other lumber pieces as 
spacers between the 2x4 ends and the oil pan bolt surface.  Shim it tight, 
then tighten the bolt.  (poor mans 2 arm puller.)  the cap should pop when 
you tighten the bolt.  if the bolt sinks into the wood, stop and try 
something else.
