I looked into this in New York when considering 5-point belts/harnesses. 

I was told that the issue of manufacturer/vehicle compliance is not an 
issue, and that "SFI approved" is equivalent to "DOT approved."

You are of course responsible for installing them correctly, including 
using manufacturer mounting points and/or backing up any supplementary 
mounting points.  The SCCA guidelines for shoulder strap and submarine 
strap angles relative to torso location are helpful.
