I'm assuming you're still using the stock alternator
and external regulator..
Let's check one subtle thing... are all the wires
hooked up? The alternator should have a ground strap,
the 4-wire connector that links to the regulator,
and a heavy white (with stripe? don't recall) wire
that attaches to a separate stud on the alternator and
connects, through the ammeter, to the battery.
It's easy to overlook this lone wire (note: letting
it touch the frame may burn out your ammeter). With
it loose, the charging current from the alternator
can't get to the battery.
Is the 13.5 v you're reading from the 4-wire connector
or from the heavy stud? If it indeed is from the heavy
stud, then the open connection is along the path of
this wire.
