EBAY accounts are required to list phone numbers and addresses.  Buyers and 
sellers are allowed to view each others information.  Try to call the phone 
number that EBAY provides.  If it is not a good number then you can report it 
to EBAY and the user will be kicked out.  If the number is no good I would 
leave negative feedback first and then report them.  That way they will have 
then negative feedback listed but have no way to retaliate before being kicked 
out.
