Have you cleaned up the contacts on the ballast resistor?

Little (3/4" x 3/4" x 3") white thing sitting on the firewall. On the 
'68-'70 Datsun roadsters they will bypass the ballast resistor when 
"start" is used on the ignition switch.

In normal "run" mode, the voltage is dropped by the ballast resistor. 
I've found those slip on connectors, and the little "studs" on the 
ballast resistor to build up corrosion over the years. Taking everything 
apart, cleaning with some fine emery paper, and reassembling will help. 
When I reassemble I use just a light smear of antisieze (aluminum or 
copper based) to help prevent corrosion from reoccurring.
