Seems really silly that they didn't do a leak-down before they yarded off the 
head !!! 

These problems are kinda hard to play detective w/ when the top half has gone 
missing off to the shop !! 

some rambling  thoughts... bad head gasket ? ..... was this together long 
enough to have the head re-torqued ?? Loose headbolt ?   

Ring installation ? something "hung up" in the rings ? Ring gaps lined up 
together by mistake (dont think this would cause such a huge difference )   
If the head is still off you could turn the engine over and peek in the holes 
to see if anything looks like its scraping...  try putting a small bit 
(enough to cover the top of the piston) of motor oil  in each cyl.... see if 
the low comp cyls drain out faster....  ? Wonder if they checked the head for 
cracks before they dug into it ?? Presssure test ? I hope they let YOU take a 
look.....
