That sounds fairly typical. I've installed 2 and niether was a
perfect fit. AS to what kind of glue, use silicone adhesive like the
permatex stuff. Don't use any kind of solvent based glue like goop
or contact adhesive, it will soften the ABS cap and that would be bad.
I think I had the steering wheel off when I put mine on.
Gather together a bunch of stuff like tape, wooden shims from the
hardware store, pieces of corregated cardboard (cut into approx 2x3
inch pieces). You'll need some of these things to wedge the cap down
against the dash. Apply the silicone adhesive around the perimeter
of the cap don't spread it all over, or the cap will look lumpy (like
my first attempt) Hope this helps.
