Speedo Gears

I am about to reinstall my 5 speed in my 2L and would like to take the 
opportunity to replace the speedo drive gear.  I have 3 gears,  the stock with 
18 teeth, and I also have 20 and 21 tooth gears. I am running 195/60/14s and 
would like to get the speedo as close as is possible.  I doubt if I will ever 
replace my mini-lights with stock.
Does anyone have an idea which of the 2 gears would more closely match the real 
speed with those tires?  Thanks
