Best way to clean water passages

OK, this is for my PL411 w/J13, not my Roadster, but I 
imagine the method is the same.  Short of dipping the 
block to clean up all the gunk, is there a good way to 
clean the water passages?  I assume I'll have to take 
the head off, and I may take the freeze plugs out.

My car has been overheating a bit (not horribly) and so 
I drained the radiator *again*, but this time I decided 
to drain the block too.  I turned the drain valve and 
nothing came out.  I removed the draincock from the 
block and still nothing came out.  I poked in there 
with a screwdriver and it's packed with black soot.

I figure either I've got a head gasket leak cramming 
soot into the passages - although the car's not 
overheating badly (only hits high after 10 minutes on 
the freeway, doesn't go too high in stop & go traffic) 
and the radiator isn't spewing compressed air - or 
could it be something else built up over the years?

So I guess I have two questions:  (1) how did it get 
there? and (2) can I clean it by snaking some pipe 
cleaner or something through the water passage holes in 
the top of the block?  If so, what should I use?

I'm not ready to rebuild the engine yet.  I'm moving in 
two weeks and will be cash poor for a while.  I've got 
a gasket set so this shouldn't cost much.
