On some cars the water valve doesn't shut off the flow, and redirects it to
the floor. (Ask me how I know!) Capping the ends is an okay fix until you do
a re-core. Hey Dana, it really doesn't get cold enough here in SF to need a
heater! (Without a heater for 2 years and don't miss it.)
