Actually, on our cars I think it is.
The water valve actually shuts off the flow thru the core when it's in
the cold position, so there's no difference between having the control
set to cold and having the lines blocked.
The 1600's have a 'summer/winter' valve under the hood that redirects
water flow in the warmer months. The 2000 doesn't use this, though.
