Greg,
Starting with January 1968, all vehicles imported into
the USA had to meet emission standards. Once imported
the dealer's could "modify" the vehicle.
Little humor was Alfa kept building vehicles with 1967
production dates... finally the fed's realized they
were importing A LOT of 1967 produced vehicle up until
1971 or so.
Later, with the CAFE requirements for fuel economy
most of the Japanese Auto makers realized they had better
credits by shipping the vehicles over the USA without
A/C units. Economy numbers were slightly better, but the
A/C were 'factory' but fitted by the dealers.
Always makes life fun.
