This is almost a classic definition of understeer.  Think of it this way...The
car doesn't want to turn, so it 'under steers.'

Cutting down the front stops should give you a noticeable improvement.  With
the lowered suspension and the stock jounce bumpers, you have reduced ride
travel until the suspension hits the bumpers.  When those bumpers contact, the
'spring' stiffness seen by the wheel goes up dramatically.  By cutting down the
bumpers you are increasing the amount of suspension travel you have until the
bumpers make contact.

You should also notice a little improvement in ride quality when going over
bumps too.
