the DMV policy (at least the one we were told) is that they will allow cars
before a certain year to use the older plates, I think it is in the late
50's, hence the reason hot rodders can get away with it.
But it IS possible to wear them down and keep the neat black and gold
plates (which can be restored to look like new).
