Right conclusion, wrong reason.  Lower voltage + constant load =
LOWER amperage.  Or use the plumbing analogy:  If the pressure
(voltage) drops, there is less flow (amperage) through the pipe. 
(It's the voltage that "drives" the amps.)  But under these
conditions, the starter will turn slower, so must grind longer to
start the car, thus shortening it's life.
