The Ballast resistor has a a calculated resistance based on the
voltage --amperage. Your coil may be drawing to much amperage or the
condenser in the distributor is faulty and drawing excessive amps.
R= V/A. The ballast resistor should have a 2 volt drop across it when in run
i.e 12 volt start 10 volt running. In start mode the amps being drawn would
not effect the voltage at the distributor but would when the resistor comes
into circuit.
Check the coil for resistance also the condenser for intermittent shorting.
