A little more research revealed the following
The form is available at www.dmv.ca.gov. Click on "Request for Records
and Consumer Complaints" and then click on Message Forwarding Service". The
web site says that they have 24 million entries in the database. The cost
is $5.00 (non refundable) although they will tell you if the person received
the message or not. I've scanned the form in for you to look at (2 pages).
I think there is another form that can be submitted that will tell you
everybody that has owned a particular vehicle in the State of California if
you have the registration number or license plate number but I couldn't find
it on the web site. If you are interested I can go to the local DMV office
and inquire about that form. If you need additional assistance please let me
know. (I have a 1966 Marcos 1800 and several people in the UK have been very
helpful to me when I had problems so I feel somewhat obligated to return the
favor when I have the chance.)
