adhesives

I know that there have been many discussions on panel adhesives, but
I've got a question. Last week while driving home from a graduation
party (just after dusk) I had the lights on at the headlight cover panel
just flew off! The metal frame around the light is rusty so I'm in the
process of cleaning it, but when I'm done what is the best way to adhere
this small panel to the metal? What type, or specifically which, 'glue'
is the best?
