One of those changes that you have cited as an example, I think was a
genuinely good idea, and well overdue. As for the other two
situations, I think that the simplified explanation is: "politics."
If you would like to add your own stabilizing influence to the
decision-making process, it's really easy. All you have to do is
attend steering committee meetings. You can provide input at your
first meeting, and you can vote at your fourth. You'll probably also
get insight into why changes get made, or reversed.
