Having gotten into some strong "discussions" recently with the SEB, I find
that many of those guys, along with the Prepared Autocross Committee, do
just as you describe to justify their decisions.
        Incorrect assumptions is a way of life with those folks.
Unfortunately these are the guys, collectively, who make the rules for our
sport.
        Whether it's a civic project dealing with traffic in your home
town, or SCCA, you usually have to make a few assumptions to get started.
At least with the civic people I've worked/served with over the years, they
have a grounding in traffic handling much more extensive than mine. And I
find they're willing to change something if they find they're in error.
There are some smart people out there.
        The human condition, as noted in the SUV discussion, gets into the
NIH (Not Invented Here) syndrome. Just remember it's a people thing and
some of us can deal with it and more cannot. The NIH mode is a defensive
one, usually, used when the person at the top doesn't really have a clue.
(Check out Dilbert daily.) 
        But it is totally frustrating when an SUV is running you over. So
drive defensively at all times. In a prior time all those SUV drivers were
in Cadillacs.
