Annual Tech used to be specifically disallowed in Solo 2. Sherry Grantz in
SF Region proposed an Annual tech program, since Pro Solo had annual tech, and
roadracing was allowed annual tech. With the help of our RE and our National
Director, she got the SEB to consider it. It went on a trial basis in
selected Regions, with the scrutiny of the SEB, BoD and SSC (Solo Safety
Committee.)
Now it's avaialable to all Regions. I'm assuming when you say "National
Office" you really mean "the SEB?"
