As Kent elluded to,
I don't think the rule is intended for homologating SP into P.
I think the idea is that IF you want to step into a "P" class from an "SP"
class AND you don't want to or can't comply with the limitations of wheel
width and diameters imposed in "P" classes, then this rule is for you.
Like I said this is just my take, not anything "for real".
