Well, for one, the manufacturer gets a discount for work done under
warranty, they don't pay the same hourly rate as Joe Schmoe off the
street.

For another, the manufacturer expects the dealership to police
customer warranty claims.  If the manufacturer suspects that the
dealership is getting involved in warranty fraud (even passively by
ignoring plain evidence), then there's all sorts of nasty things they
can do to the dealership, culminating in yanking the francise.
