Okay, let me take a stab at this...

The Neon part is irrelevant, just follow along:

If you intend to run in a Stock class, you must run wheels that are a size
that were available as a FACTORY OPTION on YOUR car.  If your car is a 1999
model, then the wheels on it must be the same size (except for an allowance of
+-0.25" offset) as a wheel that you could have purchased the car with.  To
clarify, if the 17" wheels of which you speak were not available as an option
in 1999, you cannot use them on a 1999 car and be legal for stock.

If you intend to run in Street Prepared, as MJB stated, it doesn't matter what
wheels you put on the car.

Please take a moment (or a week...) to study the rules, it makes life much
easier.
