Probably because shocks and tires are normal wear items; wheels are not.

I don't know about the cheaper part; this would depend on the car.  I found a 
used set of OEM alloys for my '91 Miata for $225.  As for practical, you may 
have a point, but then the car isn't stock.

I'd love to see this go into effect!  I run 5.5" wide wheels in stock.  Even a 
6" wheel would make things a lot easier; 7" would be really nice.

But once again, it ain't stock.  And yes, I know, neither is the sway bar 
allowance, but let's just leave that can of worms closed for now.
