Not everything you may read in a book can be taken as universally true.
Adding stiffness to the front of a Honda/Integra or for that matter most
FWD cars would only make the understeer more severe. The aftermarket and
Honda itself, in the case of the Type R, cut down understeer by stiffening
the rear with higher spring rates and in the case of the ITR the addition
of the rather large 22mm rear anti-sway bar. In fact the addition of just a
stiff rear bar on most Honda products will help tame the understeer by
inducing some oversteer.
