Because with very little exception (VW's and fronts of Mustangs for two),
the softer end of the car bites better.  Stiffening the front of a Honda
will simply make it understeer even more.  Not much spring in front, a fair
bit of it in the rear (more spring in the rear will make less understeer,
as you lose some rear grip, balancing the car) and good shocks.  If you
stiffen the front, you want to stiffen the rear by roughly the same amount
to maintain balance, and more rear spring to increase oversteer/lessen
understeer.
