Grand Prix Legends for circuit racing, and Rally Championship 2000 for
off-road.  Rally Championship was released about a month ago, and is
available from www.interactcd.com -- it's fantastic, really!  Both these
games allow you to play with the gas/brakes on seperate axes, and behave
correctly when you do.

Rally Championship probably requires some fast hardware, but looks better
than anything I have seen (including San Francisco Rush in the arcade).

As for controllers, I use the Microsoft Force Feedback wheel because it was
cheap at the company store.

A TSW wheel (http://www.thomas-superwheel.com/) is the best thing you can
get for the PC.  They are a bit pricey but are the best.  If you want a
wheel with Force Feedback get the Logitech Wingman Formula Force.  Yes GT
for the PSX is great, but is nothing compared to Grand Prix Legends on the
PC.
