This reg has already been changed to allow passengers as young as
12-years-old...provided that he/she has a properly-executed minor
participant waiver on file and that he/she is wearing a
PROPERLY-FITTED seat belt AND a PROPERLY-FITTED approved helmet! I
shouted the PROPERLY-FITTED point to emphasize that both the seat belt
AND the helmet must fit properly. You can't put a kid in an adult
brain bucket and expect him/her to be safe!!! IMNSHO, it's up to the
event Solo Safety Steward to determine whether its safe for a kid to
ride or not. I, personally, don't forsee this age limit being lowered
any further. But, who knows? Stranger things have happened!!! 8<{)
